Non-household night use assessment - methodology development
Non-household night use is a key component in the calculation of DMA leakage. Since 2011 CMWE has been collaborating with Dwr Cymru/Welsh Water to improve and refine the existing methodology for assessing non-household night use, and to implement the results of the research to refine DCWW's night use allowance assessments. The research includes:

Since 2011 CMWE has been collaborating with Dwr Cymru/Welsh Water to improve and refine the existing methodology for assessing non-household night use, and to implement the results of the research to refine DCWW's night use allowance assessments. The research includes:
- identification and quantification of the re-transformation bias that arises in the existing UKWIR best practice methodology
- identification and implementation of appropriate bias correction methodologies including the use of smearing estimators
- exploration of alternative and more robust modelling approaches for assessing night use which not only eliminate the problem of re-transformation bias but also deal more effectively with 'inactive' night use (censorship), including tobit, generalised linear models and two-stage models
- improved methods for dealing with outliers, notably Cook's Distance
- methods for achieving a more efficient stratification of the non-household meter population
